Great Ormond Street Hospital for Children NHS Trust (GOSH) did not
take over Haringey PCT services because they were badly run or because
of previous child protection cases.
Haringey PCT had taken a
policy decision to divest itself of providing services in line with
government policy for all PCTs. GOSH had been seeking to provide more
community based services and this is why we took over Haringey PCT
paediatricians in May 2003 and NMUH (North Middlesex University
Hospital) paediatric services in April 2005. All Haringey paediatric
health services were transferred to GOSH in April 2008.
The
minutes from the GOSH trust board meeting 29 November 2006 questioned
how two existing effective child protection monitoring systems would
work together when the proposed partnership between GOSH and Haringey
PCT took place. This was the correct role of the trust board, to flag up
areas for future work. There were not concerns about inadequate child
protection.
Both child protection systems are based on the pan
London child protection procedures, but differ in that Haringey's are
based in a community setting and GOSH's in a hospital setting. In
practice it has not been necessary to change procedures as both systems
are compatible.
